Currently, Ray is the Implementation Director for Policy and Planning, Chief of the Office of Facilities Regulation in the Rhode Island Department of Health and manages the licensing and federal certification for all health care providers, and also, radiological health, clinical laboratories (CLIA certification), Assisted Living Residences, Adult Day Care, and Tattoo & Body Piercing practitioners and establishments.

 

Ray is Past-president ('07-'08) of the Association of Health Facility Survey Agencies (AHFSA) representing the 50 state survey agencies.  Ray is a board member and past-Chair of RI Generations, Inc., the states’ volunteer, non-profit, long-term care 'Culture Change' coalition.

 

Ray is prepared to speak on a wide range of health care regulatory issues, including:

  • Regulatory barriers to LTC culture change – Legends, Myths, and Realities

  • The RI Department of Health's Individualized Care Pilot

  • "Unconditional Positive Regard": What makes resident-centered care real?

 

Ray is a recipient of the RI Association for Facilities and Services for the Aging's (RIAFSA) 2010 Making a Difference award and the 2007 RI Health Care Association's Public Service Award, for his commitment and leadership in long-term care initiatives in Rhode Island. 

 

With over thirty years in human services and personnel management, and over twelve years presenting workplace mediation seminars for the Mediation Training Institute International  (MTI), Ray brings a humorously light-hearted yet sensible and practical approach to simplifying complex people problems.  Both profit and non-profit organizations benefit from Ray's insight and pragmatic approach to dealing with workplace productivity challenges.  Ray's work experience in both the public and private human service industry, including over twenty-one years in state government, affords him a unique perspective on a wide range of topics, including: communicating and working with public employees, consumer relations, workplace conflict resolution, and taking control of your workplace communication-climate thermostat.

 

Ray has presented MTI's conflict management seminars for a wide variety of companies and clients, including the University of Arkansas; the New Mexico Division of Rehabilitation; Advance Vocational Services, Sioux Falls, South Dakota; New Hampshire Technical Institute; and the New Hampshire Department of Health and Human Services.  In addition to MTI programs, Ray's other presentations and keynote lectures include speaking on:

  • “Managing Human Actions”,
  • The importance of supervisory training, and
  • Issues involving “Practical Communication” and management competencies.

 

Ray functions in the role of Director of International programs for MTI and initiated programs in Singapore, for the Muslim Missionary Society, Jamiyah Singapore, and in Hong Kong in establishing MTI-Hong Kong with ISE Consultants, LLC.  Ray is currently facilitating the development and kick-off of MTI India.

Ray earned a Bachelor of Science in Management from Thomas College in Waterville, Maine while working full-time and raising his family.
